The two copies of CAPF 31 form MUST be signed by the unit commander. This signature constitutes the Commander’s approval for the cadet to attend Encampment
Dear Squadron Commander:
In an effort to help make the Encampment experience more enjoyable for your cadets and for them to get the most out of the week, we are asking you to be an active partner in helping them to get prepared.
Encampment is a fast paced training environment. Cadets from many different squadrons throughout the state, between the ages of 12-21, and from the rank of C/Amn to C/CMSgt attend. Your cadets will be assigned a squadron at random upon their arrival. Each cadet who attends, no matter what their home squadron, rank, or age should know the following basic information in order to be successful at the Encampment:

The cadet must also pay close attention to the packing list they receive. We ask in conjunction with their parents, you take some time to go over this list with them, answer any questions, and provide guidance as to where to find items they may not have. We suggest cadets first ask if uniform items are available at the home squadron or to borrow them from fellow cadets who may not be attending before they go out and buy new items. Preparation costs for attending the Encampment can be kept at a minimum if everyone works together.
Finally, in addition to ensuring completion and signing the Form 31 for your cadets who will be attending Encampment, we highly encourage you and their parents go over their other paperwork found in the Cadet and Cadet Staff Application Packet Section. Every year our administrative staff spends extra time trying to track down cadets whose paperwork is not completed properly.
While we would like every potential cadet to attend Encampment, their home squadron is the best judge of the cadet’s abilities. The six month CAP membership minimum and Cadet Airman rank requirement, allows for acquisition and assimilation of basic CAP information, essential for successful completion of Encampment. As the Squadron Commander, if you feel a cadet is not ready for Encampment by their inability to demonstrate the basic information listed above, or for other reasons, please, do not approve them. Encampment requires the cadet to be knowledgeable in basic information. Cadets who do not demonstrate basic knowledge at Encampment may be discharged and will receive neither credit nor refund of fee paid.
One suggestion which has worked for many squadrons is to have one or more meetings with cadets and parents in the months before the Encampment, to take care of paperwork, answer questions, and issue uniforms or other gear.
